KAPCHORWA I URN: Vincent Chelimo, a renowned radio presenter popularly known as DJ Vincent, has officially been sworn in as the new Kapchorwa District LC5 Chairperson. He pledged to fight corruption and improve service delivery in the district.

Chelimo took the oath on Tuesday, replacing outgoing district chairperson Everline Chebet Kubarika, in a ceremony that attracted district leaders, civil servants, councilors, and residents from different parts of the district.

In his maiden address, Chelimo warned civil servants against intimidating the political leadership and manipulating technical procedures, especially in budget allocation processes.

He said some technical officers had in the past frustrated the supervisory role of the district council through misuse of technical procedures, which he noted undermines service delivery and denies residents their rightful services.

Chelimo pledged to work closely with civil servants to ensure effective service delivery, saying his administration would prioritise road infrastructure and healthcare services across the district. He observed that poor road networks continue to affect the movement of people and access to essential services.

“With good roads, other services flow smoothly,” Chelimo said.

The new district chairperson also issued a strong warning against corruption at the District Service Commission, particularly allegations involving the sale of jobs to applicants seeking employment opportunities in the district.

Chelimo described the practice as criminal and vowed to take action against any official found soliciting bribes from job seekers.

“Anyone who asks you for a bribe because of a job, my office, or phones are very open. Just knock or call, and I will respond,” Chelimo said.

“I know the struggles people go through while in school. So why should jobs be sold? That will not happen under my leadership,” he added.

Chelimo further rallied councillors to remain active and accountable to the electorate, saying they are direct representatives of the people and should consistently raise issues affecting their communities during council sessions.

According to Chelimo, collective efforts between political leaders and technical officers are essential in addressing challenges affecting the district. Residents welcomed the new leadership but urged the administration to translate its promises into action.

Alfred Kwilat, a resident of Kabeywa Sub-county, cautioned the new leaders against mismanagement and conspiracy to steal public resources.

“Politicians always come with good agendas and manifestos, but implementation becomes the challenge once they assume office. This time, people want to feel and receive the services,” Kwilat said.

Meanwhile, the Kapchorwa District Youth Chairperson, Hassan Tiyoy, pledged support towards transparency and accountability, especially in addressing youth unemployment.

“We are not going to allow a council that sells jobs. It will not happen,” Tiyoy said.

Before joining active politics, Chelimo built his profile as a celebrated presenter at Trinity Radio in Kapchorwa, where he hosted.

“The Evening Drive” is a programme known for blending community affairs, public debate, and entertainment.
